The keynote and opening session of the 11th EAPIC and the first iPAD East Africa was presided over by Ambassador Dr. Juma Mwapachu, Secretary General of the East African Community with speeches from Mr Sindiso Ngweya, Secretary General of COMESA, Honourable William Ngeleja, Minister of Energy and Minerals, Tanzania and a keynote address by Honourable Simon D’Ujunga, Minister of State for Energy, Uganda. Central to the speeches as well as to the high level panel discussion later on, which included the likes of the African Development Bank, OPIC, European Investment Bank and the Investment Climate Facility, was the issue of regional integration as well as the need for government’s of the region to create paths of ‘least resistance’ for the flow of FDI.

The EAPIC sessions payed close attention to regional interconnection projects, providing project updates but also looking at the financing models available and some of the challenges still ahead for government and utilities to tackle. In the transmission and distribution sessions, new technologies were discussed.

The regional power pool’s were well represented on the programme as well as local regulators. There was plenty discussion about using the region’s extensive gas and coal resources for energy generation as well as about the viability of using solar energy and biofuels.

What came across throughout is the need for integrated planning as well as the need to focus on project implementation and skills development – the East African region has no shortage of resources to generate electricity and overall has an environment that is attractive for financiers.
